No.  Current fire prevention regulations prohibit the use of a hibachi, grill, or other similar devices used for cooking, heating, or any other purpose on any balcony, under any overhanging portion, or within 10 ft. (3m) of any structure or stored on a balcony. 


Yes, as long as the fire meets the requirements of the Air Pollution Control District (APCD).  Here is a link to their webpage on Recreational Fires.


Most likely yes. However, If the wind is blowing at 15mph or higher or if there is an Air Quality Alert you may not burn.  Please refer to the APCD Recreational Fires webpage.
